Not A Clamping Lever, but the Axle Height Adjustment Lever
Trust the picture's numbers, and not the product descriptions! Many parts are labelled incorrectly, but I can confirm that this is indeed the Part 33 from the picture, which is the left-hand wheel's height adjustment paddle, which forces the rear wheels to align via the axle. It's not really difficult to replace, but you'll want to re-adjust the wheel lock pins. I had to use a rubber mallet to get this part fully seated with the axle however, so do try that if you have difficulty.
